Two former ministers and a company CEO are banned from leaving the country. They are the CEO of the Agimex SARL group, Michel Kabeya, the Honorary Minister of Vocational Training, Antoinette Kipulu and the former Minister of ESU and Land Affairs, Daniel Madimba, who is also the CEO of the company Shamaya company services SARL.

According to a letter from the Inspector General of Finance and Head of Department, Jules Alingete, sent on October 16 to the General Directorate of Migration (DGM), these three personalities are accused of alleged embezzlement of funds intended for the construction of vocational training centers in the provinces of Kasai, Kasai-Central, Kasai-Oriental, Sankuru and Lomami.

The General Inspectorate of Finance (IGF) claims that it is investigating the disappearance of the money released by the Sama Lukonde I and II Government.

She accuses the former Minister of Vocational Training of having embezzled five million dollars for personal purposes, including more than a million received from the public accountant of his office on the basis of a discharge without any valid reason.

Thus, in his correspondence of October 16, Jules Alingete says he wants to rely on the border security services through the DGM.

"  I have the honor to inform you that the investigation is underway. No achievement on the ground can justify the level of financial execution of these various projects. There is, therefore, strong presumption of embezzlement of public funds  ," we can read in his letter.

Jules Alingete requests that all these people cited be placed under ban in order to remain available for any questioning by the competent services.

Sources from the DGM confirm that this service had already executed this request from the IGF by confiscating the passports of Daniel Madimba, Antoinette Kipulu and Michel Kabeya.
